This Week in Health Care Reform     

Health care reform legislation passed the House this week on a party-line vote. Late Sunday night, House Democrats approved the Senate health care reform package, sending the legislation to President Obama for his signature. On Tuesday, President Obama signed the underlying bill into law, yet the House has yet to finalize the package of “fixes” that will alter the final implications of the legislation.

Health Care Reform Negotiations

House Democrats Pass Health Care Reform Package: The House of Representatives approved the Senate health care reform bill Sunday night by a vote of 219 to 212. The vote marks the climactic finale to a year-long debate over health care reform. In the final vote, 34 Democrats joined all House Republicans in voting against the measure. Shortly thereafter, the House also passed a package of “fixes,” by a vote of 220-211, that was sent directly to the Senate for its approval through reconciliation. On Tuesday, President Obama signed into law the Senate health care reform bill, called the “Patient Protection and Affordable Care Act.”

Republicans Force Senate to Send the Reconciliation Bill Back to the House: Shortly after the President signed the Senate bill into law, Senators began deliberations on the reconciliation bill. Reconciliation protocol restricts Senators to 20 hours of debate on the measure, but it does not limit the number of amendments that can be filed. In an expression of opposition to the bill, Republicans filed 29 amendments to the reconciliation package.

After 10 hours of continuous debate, Republicans were successful in eliminating two provisions related to college financial aid in the non-health care portion of the bill. The Senate parliamentarian ruled early Thursday morning that those two provisions violated the chamber’s rules, sending the legislation back to the House for a new vote. As a result, on Thursday afternoon, the Senate voted on the reconciliation bill without those two provisions and sent the bill  back to the House for a vote on final passage. The House vote will likely come Thursday evening.

What Does This Health Care Reform Legislation Mean: While the health care reform bill extends insurance coverage to 32 million more Americans by 2019, the legislation has other far-reaching implications that will be phased in sooner, during a multi-year implementation period.

Several features of the new health care overhaul bill that would take effect in 2010 under the measure passed Sunday include:

* New product requirements beginning 6 months after enactment, including:
o Coverage for dependents up to age 26
o No lifetime maximum benefit limits
o And no cost sharing on preventive care for certain policyholders
* Temporary federal high risk pools;
* Tax credits for small employers; and
* Prohibition on pre-existing condition exclusions for children (beginning 6 months after enactment).

Most Americans will have until 2014 to purchase insurance or pay a penalty. Other elements of the bill that will not take effect until at least 2014 include insurance marketplaces called “exchanges”; rules requiring insurers to accept all applicants regardless of pre-existing conditions, and an expansion of state Medicaid programs.

A number of experts question whether health care reform will really drive down insurance premiums. America’s Health Insurance Plans ( AHIP), the trade group representing health insurers, outlines a series of concerns related to the legislation including a lack of provisions that address underlying health care costs, improve quality of care or ensure a stable risk pool. In addition, AHIP expressed concerns regarding new taxes on health coverage, which will likely increase premiums.

Additional Activities

Obama’s Executive Order on Abortion Funding: On Sunday afternoon, prior to the final House vote on health care reform, President Obama agreed to issue an Executive Order that would uphold the ban on federal funding for abortion . In so doing, he secured about a half-dozen votes from anti-abortion Democrats, led by Rep. Bart Stupak (D-MI), who previously opposed the legislation. On Wednesday, President Obama signed the Executive Order banning the government from spending federal money to pay for abortions through plans offered on the insurance exchanges created under the measure.

States Filing Lawsuit to Fight Provision of Health Care Reform Bill: In response to the new health care reform legislation, states across the country have filed lawsuits asking the courts to declare the law unconstitutional and to bar its enforcement. On Monday,Attorneys General in 13 states, led by Florida, filed a joint lawsuit claiming that the new health care reforms violate state government rights in the U.S. Constitution and will force massive new spending on hard-pressed state governments. Joining Florida in the suit are Alabama, Colorado, Idaho, Louisiana, Michigan, Nebraska, Pennsylvania, South Carolina, South Dakota, Texas, Utah and Washington.

At the same time, the Attorney General in Virginia filed a separate suit contending that Congress has exceeded its power in mandating that people buy health insurance. Virginia Attorney General Ken Cuccinelli argues that the new law’s requirement clashes with Virginia law that exempts citizens from federal fines imposed for not having health insurance.

Senate Voting to Extend COBRA Until May 5:  Senate Democrats plan another short-term extension of unemployment aid this week, setting up a face-off with Republicans, who are vowing to fight the extension if the billion cost isn’t offset with spending cuts. The bill, currently set to expire on April 5, would extend a series of emergency programs – including funding for unemployment insurance benefits and COBRA health coverage for the jobless  – and would hold off a deep cut in reimbursement rates for doctors who serve Medicare patients. The long-term extension has already passed in both the House and Senate, but the two measures are not expected to be reconciled and sent to the President’s desk until after the Easter recess.

President Obama Heads to Iowa to Speak on Health Care: President Obama headed to Iowa on Thursday to increase support for his health care legislation. This was President Obama’sfirst trip out ofWashington since signing health care reform legislation earlier this week. He spoke at the University of Iowa, in the city where he first announced his health care proposal during the Presidential campaign.

Public Opinion

Most Americans Want Republicans to Fight Health Care Reform Bill: In a recent CBS News poll, 62 percent of Americans said they want congressional Republicans to continue challenging the bill, while 33 percent said they should not. Disapproval of the bill has remained steady, with 46 percent saying they disapprove, including 32 percent who “strongly” disapprove. A majority of Americans continue to say that they find the bill to be confusing and do not understand what it means for them or their family.

American’s Split on Health Care Reform Passage: In a recent USA Today/Gallup poll, 42 percent of Americans said they were angry or disappointed with the recent passage of health care reform legislation. When asked to reveal party affiliation, 79 percent identified themselves as Republicans.

Polling Shows Support for State Lawsuits Against Government: National polling reveals significant opposition to the individual mandate. In a newly released Rasmussen report , 53 percent of those polled oppose the new mandate requiring every American to buy or obtain health insurance. Further, 49 percent of voters are in favor of their state suing the federal government to fight the mandate. Fifty-one percent say individual states should have the right to opt out of the health care plan entirely.

Looking Ahead

After this week’s final health care reform vote, President Obama plans to travel the country in the next few months to discuss the new law. Republicans have begun their own discussions of the law, with an eye towards the November elections.

The hair care industry grosses about billion annually. This says a lot about how people feel about their hair and how they want it to look. Just like any other part of our bodies we want our hair to look naturally healthy, and beautiful. This is why people will go to such great lengths and do almost anything to get the hairstyle or texture that they want.

By walking down the hair aisle at any grocery or drug store you can see the amount of hair care products on the market. From shampoo to conditioners, to coloring, moisturizing, straightening and curling sprays, gels, creams, oils or foams, these products promote silky, healthy, gorgeous hair. However, once you get the product home, your hair falls flat, dry and frizzy. Most of the promises that hair care products offer are a load of bunk. Although, even if you are buying the right hair care products this doesn’t mean that you are keeping up with the basic hair care guidelines.

It’s amazing what people will try to get their hair to look good. Throughout the years you have heard of hair care faux pas that people make however, even after people hear about these mistakes they still try it or continue to do it with their own hair. But all they really need to do is follow the basic guidelines of hair care, use the right hair care products and their hair would be beautiful and healthy, like the way they want it.

2.     Don’t brush your hair when it’s wet. When your hair is wet it is in its most vulnerable state and can be easily stretched and broken. As well as using a regular brush can be damaging to your hair because it’s prongs are spaced unevenly and sporadically causing hair to go every which way making hair more likely to break. Avoid using a regular brush to brush your hair when it’s wet. Using a wide toothcomb to detangle wet hair is gentler on your hair.

3.     Never purchase at home hair color in a box. It may be cheaper, but it’s not worth it to your hair. If you have never experienced using hair color on your own, this is one thing you can avoid. Ask your friends, it never turns out the way you want it and if used incorrectly can damage your hair. Leave the coloring up to the professionals. They know what they are doing and can make it come out the actual way you want it.

4.     Avoid excessive coloring too frequently or close together. Because of the chemicals involved in coloring hair, avoid coloring hair excessively in a short period of time. The hair can become over processed by the chemicals and break or fall out. Ask your hair care professional when would be appropriate time to return for your next coloring.

5.     Don’t use a clarifying hair product more than once a week. Hair clarifying products are made to be more potent than regular products to strip the hair of daily buildup and residue from the use of other products. If you use clarifying products more than once a week you run the risk of stripping your hair of its natural oils and moisture. This will leave your hair dry and brittle. Consider using a moisturizer when not using a clarifier to return moisture and nutrients back into the hair strands.

6.     Avoid over oiling your hair. Although oiling your hair can improve the health and look of your hair it can also be detrimental if overdone. Do not oil your hair more than twice a week. If hair is over oiled it can block the pores within the hair strands which allow nutrients, and oxygen in. Not to mention that too much oil in your hair makes your hair look unwashed. Excessive oil can also cause dust and dirt to stick to hair strands making it dirtier.

7.     Never use sun-lightening products. Although the sun can lighten your hair, sun lightening products will actually damage your hair. Lemon juice and sun lightening products will actually cause your hair to break and fall out, so never use them.

8.     Avoid over exposure to the sun, chlorine and salt water. The sun, salt and chlorine dries out the hair sucking out the moisture. This leaves the hair without essential oil and nutrients. Hair becomes brittle, weak and lifeless making it easier to break. Always bring a hat, umbrella or sit in the shade when you know you will be exposed to the sun for long periods of time.

9.     Don’t use excessive product in your hair. Although it used to be cool to use a ton of product in your hair, now a days stiff locks are just plain not cool. Over use of product leaves residue on your hair strands that build up over time and which regular shampoo can’t remove. This can lead to your hair becoming lifeless and limp. If you must use a product use only enough to style your hair. The objective is to use as little product as possible to make it look like you aren’t using a product at all.

10.  Don’t cut your own hair. Even though as a little kid we think its funny to cut our own hair, as an adult it is not the way to go. There is no way of knowing if you are cutting straight or if you cut all of your hair. You will always end up with a mess of uneven strands because there is no way of seeing 360 degrees around your head. Even if you are trying to be cheap in today’s economy you can still get a decent hair cut for about which isn’t a lot, and its worth it. That’s why they are the professionals.

Myths, Lies and Propaganda about Exercise

Throughout my career in the military I have come across a variety of tall tales about eating and exercise. The extent of misinformation is so great that you’d think we were dealing with Cold War propaganda. If a lie is told frequently enough it is treated as the truth. Here are some of the myths, lies and propaganda about exercise.

Exercise MYTH # 1: The best time to exercise is in the morning, because it jump-starts your metabolism.

The TRUTH: Exercise anywhere, anytime.

The best time to exercise is the time that fits your schedule. That can be morning, noon or nighttime. The enemy wants to rob you of any thought of flexibility so that you just surrender and do not exercise enough. Morning exercise will expedite the wake-up process, and you will feel energized. Mid-day exercise will energize and refresh you and help you overcome that afternoon grogginess. Nighttime exercise is an amazing stress-management tool that will get that blood circulation back up so you are really infused with the energy to enjoy the evening much more. Any morning versus evening metabolism, difference is insignificant compared to the overall benefit of exercising. It is propaganda from the enemy. This myth is busted.

Exercise MYTH # 2: If you do not exercise, muscle will turn into fat.

The TRUTH: Muscle does not and cannot turn to fat.

What a bunch of hogwash! The Wizard of Oz may be able to turn muscle into fat, but that is a fairytale, and the Tooth Fairy will not be able to help you on this one! Snap out of it, Soldier! Fat cannot and does not turn to muscle, and muscle cannot and does not turn to fat! Here’s what does happen. You burn off fat and build muscle OR you lose muscle and gain fat. Get that other propaganda out of your head!

Exercise MYTH #3: Running a mile burns more calories than walking a mile. The TRUTH: Both running and walking a mile burn the same amount of calories.

We called in our mathematicians for this one. They looked at us with a grin and said, “Give us something challenging. This is a no-brainer.” Running one mile and walking one mile both burn 100 calories. Walking a mile takes longer and therefore results in a burn of the same amount of calories. So why run? Because it works that cardio and, if you are looking for a calorie burn, running will burn more calories in less time than walking. Ask a mathematician. It is true.

Exercise MYTH #4: You must exercise continuously for 30 to 40 minutes to benefit your heart.

The TRUTH: Every bit of exercise adds to a heart benefit.

The enemy wants you to subscribe to the self-defeating All-or-Nothing Principle. The All-or-Nothing Principle: “If I can’t exercise continuously for 30 to 40 minutes, I’m not going to do it at all.” We have been created to do what we CAN do. Research supports the fact that every bit of exercise accumulates to an overall health benefit. Conversely, every bit of sedentary lifestyle accumulates to damage your health and your heart.

Exercise MYTH #5: A good sweat results in extra weight-loss.

The TRUTH: A good sweat is a good sweat.

I will tell you what a good sweat is! It is a good sweat! A good sweat results in extra water loss, not fat weight-loss. Need I say more?

Exercise MYTH #6: If you are injured, you should not work out at all, in order to allow your injury to heal.

The TRUTH: Movement promotes healing.

My reliable agents in the field have uncovered a couple of sources of this myth. It is possible that liability concerns of the medical community will play a role in the propagation of this misinformation. The truth: Movement promotes healing as long as it is done safely and under the guidance of your physician. Now, here is a big test question for you. Why is physical therapy prescribed for injuries? Yeah, I know. I already gave you the answer: Movement promotes healing and the regeneration of tissue.

Exercise MYTH #7: Focusing on abdominal exercises will help me lose that belly fat.

The TRUTH: This inspired me to get poetic.

You can crunch all day.

You can crunch all night.

You can crunch at bedtime and by the moonlight.

You can crunch it up.

You can crunch it down.

There ain’t no way you’ll lose a pound.

No! Abdominal exercises do not target belly fat loss. Do not believe those gadget commercials and, by the way, there is no Tooth Fairy.

Exercise MYTH #8: Stretching before exercise is essential to prevent injury. The TRUTH: There is no conclusive evidence that stretching prevents injury.

This myth is designed by the enemy to keep you from getting down to business and focusing on your cardio and strength training. Too much emphasis on stretching! The cardio benefit of stretching is almost zero. There is no conclusive evidence that stretching is essential to prevent injury. In fact, there are studies that suggest that stretching actually increases the muscles’ susceptibility to injury, which – according to the studies – causes the muscle fibers to lengthen and destabilize the muscle during strength training. Mild stretching should not really be a problem. My recommendation: Warm up the body before stretching, or perform mild stretches until warmed up. Another option is to stretch briefly between sets.

Exercise MYTH #9: Never eat before a workout.

The TRUTH: Eat before your workout.

The enemy would like Americans to run out of energy and get weak. Now, if someone said to you, “We’re going take a drive. Make sure you don’t get gas,” I think I can visualize that look of astonishment on your face! Food is fuel, and you need it for your workout. However, do not overeat. If you have an evening workout, make sure that lunch is not the last meal you had. In addition, if you do not have time to get a decent meal, eat a banana, a sports shake or an energy bar. There is no excuse for not getting some good-quality nourishment in preparation for a good-quality workout.

Exercise MYTH #10: Strength training with weights will make women bulk up.

The TRUTH: No! Strength training will not bulk women up.

The enemy wants to keep our women weak. Do not let it happen! Ladies, you will not bulk up with strength training. Most women’s bodies do not produce enough testosterone to become bulky like those big guys on TV. Proper strength training will enhance your appearance and strength. In addition, if you are still concerned, just concentrate on doing high reps. That strategy is very healthy for your muscles because you will also be increasing your muscle endurance and not just your muscle strength.

Exercise MYTH #11: You should only start strength training after losing excess weight.

The TRUTH: Strength training is great for weight-loss.

Here we go again. The longer the enemy can delay an American getting on an exercise program, the greater the chances of defeat and another healthy lifestyle will be shot down by a myth before it even takes off. Movement is always healthy as long as you are not hurting yourself. Of course, in the beginning, exercise may very well hurt your feelings. It is a myth that you must exercise hard and often to reap any health benefits. Eat right; exercise regularly; think predominantly positive thoughts; focus on those worthy life goals; focus on leaving your mark on this earth by serving others and benefiting your fellow man and woman. That is a recipe for a healthy life.

Exercise MYTH #13: You will burn more fat if you exercise longer and keep your heart rate in the “fat burning” range.

The TRUTH: You will burn more fat when you increase the intensity.

It is time for math class, again. Yes, it is true that the percentage of fat you are burning with a low-intensity workout is higher than a more intense workout with a heightened heart rate. Nevertheless, here is the fatal math error. With a low-intensity workout, you are burning fewer calories. With a high-intensity workout, you are burning, overall, more calories and are therefore burning more fat, even though the percentage of fat burn is decreased. This means that all those treadmills with those fat burn indicators are not only robbing you of a calorie burn, but are also robbing you of a good cardio and strength-training workout.

Forget those gadgets that measure your heart rate, and get back in touch with your body by using what is called perceived exertion. You can tell whether your workout is light, medium, hard, very hard, or brutal. Use that as a gauge. In addition, remember: You want to get your heart rate up, to improve your cardiovascular condition. Otherwise, those disease-related enemy soldiers will be knocking at your door.

Exercise MYTH #14: You must stay away from strength training while trying to lose weight, since it will cause you to bulk up.

The TRUTH: All exercise, both cardio and strength training, is essential during a weight-loss program.

This one may tie in with the other myth that fat can turn to muscle. All exercise, both cardio and strength training, is essential during a weight-loss program. If you do not perform strength training, your body will begin practicing cannibalism. Moreover, guess whose muscle mass your body will eat? Your own! That is not science fiction. If you are not using and maintaining your muscle, you will lose it. Your metabolism will slow down even more, and your health will suffer.

Exercise MYTH #15: Stress speeds up the metabolism and burns more fat.

The TRUTH: Stress causes the body to burn fat slower and may result in increased fat retention.

Exercise MYTH #16: Jogging and running will make a woman’s breasts sag.

The TRUTH: This is not a myth! Jogging and running will make a woman’s breasts sag, if she does not wear proper support.

Wear a sports bra and do not even think of eliminating excellent cardio from your workout. Walking is for people who cannot run, and I hope you are not in that category. If you do not wear a good sports bra, exercising can make your breasts sag more quickly, says Peter Bruno, M.D., an internist in New York City. High-impact activities, particularly jogging or aerobics, can stress your Cooper’s ligaments, the connective tissue that keeps breasts firm. According to the American Council on Exercise, compression bras work best for smaller-busted women. The more well endowed (typically a C cup or larger) should opt for an “encapsulation” bra that supports each breast separately. Replace workout bras every six months to a year.

Exercise MYTH #17: I cannot lose weight because it is in my genes.

The TRUTH: No! Your genes do not have the last word. Eating right and exercising regularly will have a positive impact on your weight regardless of your genes. Lack of exercise and bad eating habits will have a negative impact on your health regardless of your genes.

You have no influence over your genes and, in some cases, there is a propensity for weight gain that is in the genes. But wait. The truth is exercise and healthy eating will have a positive impact on you regardless of your genes. This means that if you have the propensity to gain weight or get certain diseases, exercise and eating right will still reduce the impact.

Your lifestyle choice could have a negative impact on the development of your genes for future family generations. There is new evidence for what is called environmental inheritance, a radical theory of transgenerational genetic adaptation proposed by Professor Marcus Pembrey of the Institute of Child Health, University College of London in the mid 1990′s. Simply put, your lifestyle of poor food choices or overeating or not exercising could lead future family generations to have a propensity for being overweight or having certain diseases or even smoking. The good news is that your healthy lifestyle may have a positive impact on the development of your genes for future generations.

Trim your hair once in 7 weeks to avoid split ends.

Avoid pulling back your hair closely.

Home Remedies for Hair Care

1. Use natural shampoo or soap to spotless the hair.
2. Use amla (embilica officinalis), Shikakai (Acacia concinna) for washing the hair.

3. Enhance oiling and rub down of scalp.

4. Use coconut oil or mustard oil at least three times in a week.

5. Use medicated oils like ‘Mahabhringraj oil’, ‘Amala oil’ and ‘Arnica oil’. Put oil on the scalp and rub down gently in the roots of the hair.

6. Maintain a regular bowel group everyday.

7. The diet should hold more green leafy vegetables, salads, milk, fruits and sprout. Take more proteins, milk, buttermilk, yeast, wheat germ, soybean and vitamin A.
